2008 Skills Competition Information

May 10 & 11, 2008

Equipment List:
• Hearing and Eye protection
• Ballistic Vest
• Helmet
• Protective Mask with filters in place/Carrier
• Duty Handgun with 2 magazines and 17 rounds (for the Bulls Eye Shoot and Super SWAT Cop only)
• 1 Shotgun with 2 rounds Less Lethal (bean bag, super sock, etc...)
• Recommended: gloves, knee/elbow pads, flashlight
• Personal/Issued tac gear (vest, belt, holster, etc...) Duty/Call-Out type uniform (long pants and long sleeve shirts; example – BDU type uniform) to include duty/uniform boots that go up over the ankle.
NO RUNNING SHOES!!!

The following required equipment will be provided by NCLETTC:

• M-4 (FX Simunitions modified) rifle (2)
• Glock T17 handgun (FX Simunitions modified)
• Flash Bang/distraction device – training model
• Manual breaching equipment
• FX Simunitions ammo


Events

1. Super SWAT Cop (Individual Event)
Event will start and finish in the Indoor Range. On the start the Operator will disassemble their duty handgun (field strip) and depart the range through the rear entrance following the marked route through the prison corridor. He/she will then exit the prison to the left and follow the zigzag into the court yard until they reach the drag dummies at which time the Operator will drag/carry one dummy to the designated location and place the dummy in the trailer. Once the dummy is completely in the trailer (no part touching the ground) the Operator will then proceed by the most direct route out of the South Wagon Gate and turn left continuing around the entire circumference of the prison wall until he/she reaches and enters back through the South Wagon Gate. Upon entering, the Operator will then proceed to the 1st Obstacle of the Obstacle course and complete the entire course.
For this event only: There are no red zones. The individual participant must complete the entire course unassisted using any and all portions of the obstacle necessary to successfully complete. Upon completion of the final obstacle, the Operator will then proceed to the "Smiley Wall" where he/she will choose one of 2 M-4 carbines (Simunitions modified), load a preloaded magazine and fire 5 rounds into the designated target. Once the 5th round has been fired, the Operator will drop the magazine and show clear, place the weapon back on the table and proceed to the zigzag ramp, into the prison corridor and back to the main entrance of the Indoor Range. He/she will re-assemble their weapon, load 5 rounds into the magazine and fire 5 rounds at the designated target(s). Upon firing the 5th round the Operator will drop the magazine and show clear at which time clock will stop. He/she will then proceed out of the range upon direction of the Range Master.

Important note:

If you drop any part of your weapon while disassembling or assembling the weapon, you may retrieve that part or parts when OK’ed to do so by the Range Master. You may not do o while someone else is firing or getting ready to fire.

Required:
1 duty hand-gun, 1 magazine, 5 loose rounds per participant, hearing & eye protection. Uniform is at the discretion of the Operator.

Important Course Information:
Watch for traffic on city streets. Keep to the sidewalk whenever possible.
No “pacing” the runners.
The Judges reserve the option to use or not use some parts of the O Course as they deem necessary, such as for weather or safety concerns.



2. Mouse Trap (5 Person Team Event)
The Team will stage in the Start Box and don their protective mask. On the start, the Team will open the door and enter the stairwell. The team will then proceed up the stairs to the second level ensuring they do not detonate any IED’s that "may" be in place. Upon reaching the second level the team will post in the staging box. Once all Team Members are in the staging box, the designated shooter will load two 12 gauge, less lethal rounds and engage the target with 2 rounds (must strike the hit zone). Team members will then proceed following the designated route to the entrance of the "Mouse Trap" (clearly marked) where a minimum of two team members will enter, locate the downed the officer (drag dummy) and retrieve the officer bringing him safely out of the Mouse Trap. The Team will safely transport the “officer” to the designated “drop” location and follow the exit route out of the building at which time the clock will stop.

Required:
Full Tactical gear as listed, shotgun with 2 less lethal rounds, flashlight or lighting device (is optional)

Important Note:
If a Team Member detonates an IED, that Team Member becomes injured and must be cared for. An “injury card” will be given to the Team that describes the extent of the injuries; a Team Member will be required to describe what basic first aid will be rendered to the injured member. The injured Team Member will have to be removed in a proper manner in accordance with the injuries. There is no time penalty for setting off an IED other than how ever long it slows a team down to care for the injured officer.



3. Bulls Eye Shoot (5 Person Team Event)
• Target used – FBI-IP1-OR 15 x 15 inch orange center with 7 - 8 - 9 -10 scoring rings with 10 being the bull.
• Issued duty weapon
• 15 yards distance, top of target will be set to 6 foot from the floor.
• 5 shooters on line. Each shooter will fire 12 rounds.
• Each shooter must make 1 mag change
• Scoring will be a modified Comstock method.
• Score will be determined by the target score divided by the time in seconds.
• The best “raw” target score and the worst “raw” target score will be thrown out; the 3 middle scores will be added together and divided by the time in seconds.
• Time will start with the BUZZ of the timer. Time ends with the last shot fired.
• Highest score (in seconds) wins.
• Rounds cutting a line will count to the lower number.
• Number of bull’s eyes will be counted for any tie breakers that are needed.
• Lead free or frangible ammo only

Required equipment:
Duty handgun, 2 magazines, eye/ear protection, holster, 12 rounds ammunition per shooter



4. Hostage Rescue (5 Person Team Event)
All team members will obtain necessary equipment; breaching gear, Simunitions weapons and preloaded magazines,
(WEAPONS WILL NOT BE LOADED AT THIS TIME), don protective masks and enter the response vehicle, the doors will be open and left open. At that time the Team will be given the GO and time will start. The team will then approach the secured doorway and gain access by cutting the chain (all members must be in box before chain is cut). After entry is gained the team will deploy one distraction device, clear the stairwell and continue up to the first landing. Once all team members are on the landing the operators may then load their weapons and proceed up to the second floor ensuring they do not activate any IED’s that “may” be in place. Once on the second floor, the team will enter through the doorway and proceed to the breach door of the "house". The route from the stairway to the breach door will be well marked. All team members who will be entering the shoot house must be in the box before the door is breached. The designated team member will gain access via manual breaching tool. Upon breaching, the designated operator will deploy one distraction device and the team will enter the house upon detonation, locate and rescue the hostage, engaging each hostile with no less than 2 rounds in the "box". All handguns will be holstered prior to exiting the house. The "hostage" will then be transported to and placed in the designated blue box at which time operators w/ long guns will show clear. The team may then proceed down the stairs, exit the doorway and proceed to the staging box at the response vehicle. Once the entire team is in staging box, the clock will stop.

Note:
Teams should expect at least 3 targets, either on the route to the shoot house or inside the shoot house. All will be contained inside the main building (Pen), no outside targets.

All equipment will be carried throughout the event except for the bolt cutters and breaching ram. Once deployed, the bolt cutters and ram may be left in place until the team exits the house at which time an operator will reclaim the bolt cutters and ram and transport them to the finish line. No equipment will be left behind.



5. The Obstacle Course (5 Person Team Event)

• The Obstacle Course will be run as in past years.
• Must touch areas marked in yellow
• Cannot touch areas marked in red
• Each team member must complete all obstacles
• If a team member returns to an obstacle to assist another team member, he/she must complete that obstacle again
• Each team is authorized
one (1) representative to coach inside the yellow tape
• Clock stops when the last team member crosses the finish line

Equipment:
Uniform is at the discretion of the participant-Gloves are recommended but not required

Administration:
There will be a mandatory Judges meeting on Friday the 9th of May 2008 at the Moundsville (NCLETTC) Center at 1300 hours followed by a mandatory Team Leaders Meeting at 1500 hours. There will be a mandatory Team Leaders Meeting on Saturday the 10th of May 2008, 30 minutes after the last team runs.

TEAM LEADERS ONLY at the meetings!

Teams will draw for running order for the first day. On the second day, the bottom half of the run order will run first and the top half will run last. Example; 20 teams, run in order of draw on Saturday. On Sunday, numbers 1 through 10 will run last and numbers 11 through 20 will run first.

For departments with more than 1 Team entered, those Teams will run back to back.

Awards will be given to the top 3 teams in each event as well as an award for the over all winning team.

There will be a mandatory Team Leaders Meeting for the Riot on Sunday the 11th of May 2008 at the White Palace in Wheeling WV at 1800 hours. Dinner will follow at 1800 hours.

April 1st is the last day registrations for the Skill Comp will be accepted!
