What
is the OLETC Mock Prison Riot®?
The Office of Law Enforcement Technology Commercialization (OLETC),
the National Institute of Justice (NIJ), the National Corrections
and Law Enforcement Training and Technology Center (NCLETTC),
and the West Virginia High Technology Consortium Foundation (WVHTCF)
annually host a Mock Prison Riot on the grounds of the former
West Virginia Penitentiary in Moundsville.
The purpose of the riot is to showcase emerging corrections and
law enforcement technologies and to give corrections officers
and tactical team members an opportunity to use and evaluate emerging
technologies in riot training scenarios.
The event helps determine the effectiveness of the technologies
by placing them in realistic situations and allows for suggestions
for modification of the technologies. It also provides law enforcement
and corrections personnel from throughout the country significant
training on how to best approach and handle a riot situation.

Who can
attend?
This event is not open to the general public. This event is open
to exhibitors whose technologies are related to the fields of
law enforcement and corrections and to law enforcement and corrections
practitioners and support personnel. Official law enforcement
agency or corrections identification must be shown prior to admittance.

When
is the Riot?
Sunday, 11 May 08 is registration.
Monday, Tuesday, Wednesday, 12-13-14 May 08 are the Mock Prison
Riot dates.

NCLETTC Skills Competition:
The Skills Competition will be held on Saturday and Sunday, 10-11
May 08. Please go to http://www.nclettc.org/index2.htm,
click “Training” then “Schedule” then
scroll to the month of May. There is a Skills Competition link
which contains all necessary information regarding this event.
Information for 2008 will be posted as it is developed; please
check this link frequently. Registration for the Skills Competition
will open in January of 2008 and is limited to 25 teams. Each
team must consist of 5 members. Registration for the Skills Competition
is separate from registration for the Mock Prison Riot.

How
much does the Riot cost?
The Riot is free of charge
to participating teams and observers. You and/or your team are
responsible for paying for your transportation to and from, your
lodging, and your food. All aspects of the Riot – participation
in scenarios and workshops as well as observation – are
free of charge to you. Participation in and observation of the
NCLETTC Skills Competition are also free of charge.

Can
I attend just for one day?
Exhibitors must set up on Sunday and remain on site all day -
Monday, Tuesday, and Wednesday. However, participating teams and
observers are free to attend for however long your budget allows
you to stay. Some participants and observers come for just one
day. Some come only for the Riot. Others come only for the Skills
Competition. Some come and stay all three days and then participate
in the Skills Competition as well. This is up to you and your
team/department and your individual budget constraints.

How
much are local hotels?
Local hotels range in price from about $50 to $90 per night. We
have a listing of hotels on our website that can give you a good
idea as to what the area has to offer. Please keep checking our
website for information on the special rate code and procedure
for reserving rooms for 2008. Click

Unfortunately,
there will be no free lodging available at the John Marshall High
School Fieldhouse for 2008 as has been done in past years. The
school has informed us that the Fieldhouse will be under renovation
starting in March of 2008. A completion date has not been assigned;
therefore, teams and attendees will not be able to utilize the
fieldhouse this year. We regret that this facility will not be
available; however, we are looking into other, low-cost options
and will post such information on our website as it becomes available.

When
should I register?
If your team wants to participate in a scenario during the Riot,
you should register as soon as possible. Scenario slots fill up
quickly and every year there is a wait list for participation
in scenarios. If you are coming just to observe, you can register
any time up to and including the days of the actual Riot. However,
if you want to participate in a scenario or if you want to participate
in the NCLETTC Skills Competition, you must register early.

How
should I register?
If your team wants to participate in a scenario, your TEAM
LEADER should choose
“TEAM LEADER”
on the registration section of our website. This option is only
for teams that will be in scenarios. Registering under this option
will allow you participation in a scenario (time slots permitting),
admittance to the workshops and technology showcase, and observation
of any other teams’ scenarios. The TEAM
LEADER registers
him - or herself, then adds the name of each of his or her team
members in the designated name slots. Registering this way will
ensure that we have a point of contact (the TEAM
LEADER) and that
all related team members are grouped together for purposes of
registration. If you need to modify an already existing team registration,
please email Sharon Goudy at sgoudy@oletc.org.
If you are coming to observe, click on “OBSERVER”
on the registration section of our website. Registering under
this option will allow you admittance to the workshops and technology
showcase, and observation only of any other teams’ scenarios.
Exhibitors/Vendors:
All potential exhibitors must contact Cindy Barone at cbarone@oletc.org
or call 888-306-5382 prior to this registration being processed
as accepted. Upon acceptance, booth space must be paid, and then
OLETC will reserve an 8x10 booth area in the company name.

This
is the first time my team will be attending the Riot. Should we
just come to observe or should we participate in a scenario?
Many first-timers find that it is very beneficial to attend as
observers. This allows your team to tour the facility and observe
all the different technologies and types of scenarios available.
However, if your team of first-time attendees would like to participate
in a scenario, please contact Sharon
Goudy to discuss your options. We are happy to accommodate
your situation, whatever that may be.

Is
there a limit on the number of team members or observers an agency
can send?
No, there is no limit for the Riot. Some agencies send 1 or 2
people, while others send teams of up to 50 or more. If your agency
has members who would like to participate in a Riot scenario,
but you are concerned that you don’t have enough team members,
please contact Sharon Goudy. We can see if there are other, larger
teams with whom you can participate in a scenario or we can tailor
a scenario to meet your individual needs.
Please note, however, that if you intend to participate in the
NCLETTC Skills Competition, you must register as a 5-person team.
Only 5-person teams are accepted for this aspect of the event.

Are
there any meals provided?
There will be food for purchase from vendors on site. OLETC is
in the process of determining if any other meal(s) will be provided.

What
equipment should my team bring for the Riot?
If you are participating in a scenario, you should bring all tactical
equipment and supplies that you normally train with and that you
will need based on the nature of the scenario that your team formulates
with the OLETC staff. However,
please be advised that no live ammunition, explosive devices,
or chemical agents are permitted on the grounds for the duration
of the riot. Your
weapon will be rendered inoperable prior to entrance.
If you are simply coming as an observer, you need not bring any
tactical equipment. Everyone – participating teams and observers
- must bring official law enforcement agency identification.

What is the Command March
and can my team participate?
OLETC held the first ever Command March at the 2007 Riot. The
response was overwhelmingly positive, so our staff has decided
to do it again for 2008!
All participating teams are eligible. At 11:30 am on Monday, 12
May 08, all Riot activity will cease and participating teams will
report to the South Gate of the prison compound to get in formation
for the Command March. The road/area in front of South Gate will
be used as the staging area for the Command March. This is where
you will line up. We will have markers visible instructing you
where to line up. They will have your team name on them. We will
have a leader at the South Gate to direct you and get your teams
in formation and instruct you how and when to start off.
You DO NOT have to choose between participating in the Command
March or scenarios and workshops. We will shut down all activity
so that all teams can participate in the March. You will not lose
any time in the classroom/workshops, nor will you miss out on
any scenarios.
The Command March will go past three schools (2 elementary schools
and junior high school totaling about 600 children) as well as
the city’s central business district.
The Moundsville Police Department will lead the way with a cruiser
at the front and a cruiser at the back. West Virginia DOC, Ohio
DRC, and Pennsylvania DOC will serve as the first three teams
as a tribute to our region/location. All other teams will proceed
in the order by which they formally registered through our website
for the MPR.
Please remember to bring your state flag, guide-on, or country’s
flag (especially if you are an international participating team)
to carry while you march. If you do not have any of these items,
you may bring a banner or some other equivalent, appropriate display
which would identify you and your team.
Dress for the Command March should include your duty uniform and
boots, tac vest, helmet, and side arm only – no long guns
or other weaponry. K9s are welcome to March with their teams.
Since the general public is not permitted entrance to the Mock
Prison Riot, the Command March is a way to involve our local residents
and give them the opportunity to show support for those who keep
our country and its various communities safe.

What
will OLETC provide for my team if we are participating in a scenario?
Limited training devices such as flashbangs, inert gas, inert
smoke, Pepperball, etc., are provided free of charge based on
vendor participation and contribution. Please contact Sharon Goudy
at sgoudy@oletc.org or at
304.230.7314 to discuss what is available. In addition, you are
welcome to try out any technology that you see in our showcase
in your scenario. In fact, OLETC encourages you to browse the
showcase and utilize the items that are available to you. If you
see a specific technology that you would like implemented in your
scenario, you are welcome to coordinate with the vendor and our
staff to try it. Please
be advised, however, that no live ammunition or live chemical
agents are permitted for use in any scenario.
