PD Tests New Innovative Law Enforcement Technology
The Office of Law Enforcement Technology
Commercialization (OLETC), is a program of the National Institute of
Justice’s Office
of Science and Technology located in Wheeling, WV. OLETC assists in the
commercialization of innovative technology for use by the law enforcement
and corrections community. OLETC is now testing one of these technologies
in the Martins Ferry Police Department. Chief Barry Carpenter is overseeing
the evaluation of the Presynct Report Network at this time.
The Presynct Report Network is a Records Information System (RIS) that
does more than just manage records. The Presynct RIS creates, processes,
distributes, stores, archives, and instantly retrieves records. Presynct
utilizes existing department incident forms in their software so that
officers and supervisors are creating and approving incident reports
that look and feel the same – except they’re in digital format
on a computer screen instead of paper format on the desk. The Presynct
RIS is built on non-proprietary, standards-based technology that is scalable
to individual departments. Presynct can be integrated with officer training
and operations quality control. (Such a system provides not only paperless
reporting and documentation, but street level officers and supervisors
can have real-time electronic access to all departmental general orders
and guidelines to ensure proper and consistent operational response to
any situation.)
This technology is priced to meet most agency budget constraints. The
feedback provided by the Martins Ferry Police Department is key in determining
the effectiveness of the product actually working with the officers.
Presynct has been installed in Martins Ferry, OH since November 2004.
OLETC sends prototypes of various law enforcement and corrections technology
out to local and national departments for evaluation year round.
